Dürfte schwer werden, hierfür eine Genehmigung zu bekommen. DCA hat doch, wie LGA auch, eine Perimeter-Rule. Sprich: nur Flüge bis zu einer Entfernung der Destinationen von X Meilen dürfen hier landen und starten. Wenn ich mich recht erinnere, war DEN als Destination das Weitestmögliche.

DCA - PHX gibt es auch non-stop. Bei LGA gibt's auch ein paar Ausnahmen.
