MET forecast is for light snow until 13:00 UTC with temperatures rising from -1 to +1. There will be little to no deposits of snow during this period.
EDDF TWR will be fully manned and do not anticipate any ATC capacity constraints.
Fraport will have full staffing and de-icing capacity and do not anticipate any requirement to regulate to accommodate demand. Peak departure load is 51/60 between 08:40 and 10:00 UTC. Average departure demand was stated to be closer to 35/60, so no regulation required.
Moderate snow is forecast to start falling between 11:00 and 12:00 UTC with accumulations up to 5 cm between 14:00 and 18:00; there is also a low risk of freezing rain between 13:00 and 19:00 UTC.
The snow accumulation will have an impact on operations with possible reductions in capacity to 30 or 35/60, timings are uncertain at this stage. The main concern is the inbound peak at 1400 (55/60).
It was felt unneccessary to apply regulations pretactically; it has been decided to wait for more up to date MET info and timings when they will be available. The decision will then be taken if necessary and by how much, to reduce arrival capacity in the afternoon.
